ONE summer, when the Janata Party was in power, I was asked to go to aUnesco meeting in Paris to discuss a report on Unesco's future social science programme...The report declared that Unesco should work on human rights, and listed what to a Canadian were the most obvious ones: 'the human rights of the poor, widows, orphans, the disabled, and homosexuals...one Russian delegate exploded, 'Homosexuals have no rights; they only have duties' (sic).
