"The Question Is One Of Systems"

Telecom Commission Chairman M.P. Modi takes a philosophical view of the whole telecommunications mess.

What could be the magnitude of the scam? Who are the main players?

The investigations are of a sensitive nature. The CBI keeps calling for contract/tender papers. They have practically covered the full range of switches, cables and transmission equipment, plus other sundry contracts. But at this stage nothing specific can be said. Much deeper and intricate issues are involved than meets the eye. It's for the CBI to find out. Unless investigations are concluded by the CBI, it is very difficult to say what is wrong and who is at fault. Impressions (about culpability) should be buttressed by facts and figures. It is not fair to condemn somebody only on the basis of allegations.

Why then was Runu Ghosh suspended, and other DOT officials transferred before their guilt was established?

Runu Ghosh was suspended because of a Government rule that once a Government official is in police custody for 24 hours, suspension follows. She had no power to approve (contracts); her duty was to recommend. The transfers of offici-als that you are talking about were of administrative nature, due for a long time.

Then is all hunky-dory in DOT with no need for changes in its working?

One can't run a system where trust and confidence is not maintained. The question is one of systems. Merely coming out with ideas won't change the system. The test of an idea is in its implementation or else it is mere irresponsible talk. One should not take a hasty view or look for quick-fix solutions. I have no idea of what can be done or should be done to change things. There must be a thorough study first, before jumping to conclusions. Why take a puritanical, cut and dry view. These are not formula products. Power is vested with the minister to sign. That's what a representative form of parliamentary system is all about. People ought to look at the fundamentals of the system before anything else. And Government procurement is sometimes done with vested interests. This is not a bad phrase anymore in the US. It may soon acquire respectability in India too. Like profitability did.
