Playing Monopoly

When I returned as a tourist the other day, nothing much had changed. The official exchange rate was stuck at 6.3, which adds up to the number 9, said to be auspicious to Gen Ne Win, now in his 90s, retired but still influential. However, to circumvent the absurdity of this rate you are now sold on arrival a minimum of $300 worth of "foreign exchange certificates", which look like monopoly money, and which you can later change legally at the market rate of 350 kyats. The advantage of the system is that it allows the government to underestimate defence expenditure, and army officers to stretch their salaries by reselling imported goodies they buy at the official rate.
