Namgyal says on August 8, the Union Home Minister told the Parliament that the autonomous hill development council of both Kargil and Leh will remain. He also said they will be also empowered. “The councils don’t have legislative power. But till we have Ladakh Autonomous Hill Developmental Council Leh and Ladakh Autonomous Hill Developmental Council Kargil, we need not fear. Both autonomous councils are run based on Ladakh Autonomous Council Act, 1997. And the clause one of the Ladakh Autonomous Council Act chapter 7, says the land is vested with the councils,” he said. The Chapter 3, of the same Act, he says, empowers the council on land use, management, development and distribution of the land.
