This comes amid a rise in militant attacks in Jammu and Kashmir since the formation of the union territory's first elected government in over six years.

Jammu and Kashmir Police have informed the media that the Indian Army personnel were able to eliminate two militants in Anantnag on Saturday.
The encounter broke out near Halkan Gali in the Shangus-Larnoo area of the south Kashmir district.
Of the two militants killed, one was a foreigner and the other a local. Their group affiliation was yet to be ascertained, the officials said.
A militant was killed and four security personnel were injured in an encounter that broke out in the Khanyar area on Saturday morning.
The militant killed has been identified as Usman and he was a top Pakistani commander of the Lashkar-e-Taiba (LeT), as per a PTI report.
Security forces launched a cordon and search operation in Khanyar in the morning following inputs about the presence of militants in the area.
Two Central Reserve Police Force (CRPF) jawans and two policemen were injured in the exchange of fire.
A search operation was launched on Saturday after movement of militants was observed in Jammu and Kashmir's Bandipora district.
The Army's Srinagar-based Chinar Corps said in the late evening on Friday that troops spotted "suspicious movement" in the general area Panar in north Kashmir's Bandipora.
"On being challenged, terrorists opened indiscriminate fire and escaped into the jungle," the Army said.
