- Whose mother is a Khasi and the father non-Khasi, but the surname is from the mother.
- Who knows the Khasi language, unless prevented from knowing by circumstances beyond their control like living outside the area etc.
- Who never adopted the personal law of the non-Khasi father at any point of time.
