First face-to-face talks between Russia and Ukraine began on Tuesday in Turkey’s Istanbul in which the Ukrainians proposed a framework under which the country would declare itself neutral and its security would be guaranteed by an array of other nations. The Russians also announced a reduction of military operations near Ukraine's capital of Kyiv and northern city of Chernihiv.
The Russian invasion, now in its second month, has ravaged the country, displaced millions of people, and ransacked public infrastructure.
