A ground floor flat I have in Delhi needed major renovation. This included the repair of a tiny mali’s hut in the garden and an adjoining latrine. Seeing building activity, municipal officials turned up, like bees to nectar. No prizes for guessing why! I ignored them. A notice was put on my door, threatening me with dire consequences, including prison, along with demolition of the hut and latrine. A seal was put on the hut and latrine. I went in appeal to the top. Write to such and such department, I was advised. I wrote. That was over a year ago. I am still waiting for a reply. That’s how the system works in Delhi. You pay, or you are harassed—endlessly.
