Pragmatism is what drives Dubai. Over the years, oil revenues have been dipping, so that they are only ten per cent of the total now, and will soon be a mere five per cent. So Sheikh Mohammed bin Rashid Al Maktoum, the Crown Prince who runs Dubai like a corporation, decided that alternative sources of revenue were needed. Consultants were hired and new directions to move in were identified. One of these was to make Dubai a media centre for the region. That included the Media City for television (well over a 100 TV channels have taken off in five years). There's also publishing (135 publications have set up base) and now cinema.
