Whether it's the unfortunately named "fast-track" power plants or light-rail systems, years go by as we deliberate, debate and dither. Never mind that private power has been tried elsewhere in the world (not to mention Mumbai and Calcutta) and it works. In India, we have to reinvent the wheel: we want the best deal possible for the government, the worst possible for the private provider and if achieving perfection takes ages, well, let the citizen stew. (If this sounds intemperate, it is only partly because I just lost the preceding paragraph to a power cut.)
