Himachal Pradesh has enforced a complete ban on the use of polythene bags. A partial ban had been in existence since 1999 in Shimla and Manali. Though implementation hasn’t been easy, in recent years people, particularly in the towns, have come to realise it’s in their interest. Shimla’s NGOs like the Himbala Vikas Sanstha and Art of Living now not only conduct public awareness drives but also provide cheap alternative cloth and jute bags. Cleaning up after polythene bags which have choked many a drain and stream in the state has been an uphill task. Now, violating the ban can invite a fine from Rs 500-2,500. Sanitary inspectors have also been authorised to challan offenders. The polythene bag manufacturers’ lobby, though, are none too happy.
