The police remand copy seeking custody of RPF Constable Chetan Singh who allegedly shot and killed four persons onboard Jaipur-Mumbai express train, doesn't mention the alleged hate-filled references he uttered after the act, videos of which went viral after the incident. The copy instead mentioned the constable's ill health as the first ground for seeking custody.
The constable who was on escort duty fired 12 rounds from his automatic service rifle on board Jaipur-Mumbai Central Superfast Express on Monday. Following media reports claiming that the constable suffered from "abnormal hallucinations" and was diagnosed with serious anxiety disorder, the Ministry of Railways in a statement said that the matter is being investigated by the Government Railway Police (GRP), Borivali. However, the statement was later withdrawn on the same day. It instead said that no mental ailment was detected in the last periodic medical examination of the RPF constable.

Hours after the incident, a video purportedly showing the accused constable present near dead bodies and apparently justifying the killings surfaced and went viral on social media.
He allegedly said, "Pakistan se operate hue hain, tumhari media, yahi media coverage dikha rahi hai hai, pata chal raha hai unko, sab pata chal raha hai, inke aaqa hai wahan… Agar vote dena hai, agar Hindustan me rehna hai, toh mai kehta hoon, Modi aur Yogi, ye do hain, aur aapke Thackeray,” according to a report by The Wire.
(‘They operate from Pakistan, this is what the media of the country is showing, they have found out, they know everything, their leaders are there… If you want to vote, if you want to live in India, then I say, Modi and Yogi, these are the two, and your Thackeray’)
According to a report by LiveLaw, these statements did not find mention in the police remand copy for seeking Singh's custody. Neither do these statements find mention in the remand copy or the FIR nor have the police mentioned they would be probing ‘possible communal violence' as the motive for the crime, the report said.
The reasons for seeking his custody included: scientific test on Singh's mental health, to ascertain the sequence of events that led to the incident, and determine the motive of the crime.
