The Delhi government on Sunday said that it will implement all lockdown relaxations prescribed by the Ministry of Home Affairs.
Chief Minister Arvind Kejriwal said that time has come to re-open Delhi. "We will have to be ready to live with Coronavirus," said Kejriwal.
The CM said that the Delhi government will suggest centre to declare only containment areas in the city as red zone and not the entire district.
He said that the lockdown was necessary to contain COVID-19 but now "Delhi is fully ready to relax lockdown restrictions."
"The entire city is a red zone. We followed all the instructions from the Centre. Making the entire city a red zone is creating trouble for the people. Our revenue has gone down," he said.
Kejriwal said in April the government received only Rs 300 crore as revenue. "Usually in April, the revenue used to be RS 35,000 crore."
"How will we run the government? This is creating financial issues for the government. We have requested the Centre to open Delhi and make it a green zone barring the containment zones."
Four categories of people -- those above 65-years, pregnant women, those having serious diseases and children below the age of 10 -- are not allowed to step out, he said, adding they are more prone to the infection which can even kill them.
Delhi government offices engaged in essential services will function with full strength; private office to open with 33 per cent strength.
The standalone shops will be allowed to open irrespective of whether they sell essential or non-essential items.
The movement of people between 7 p.m. and 7 a.m. will be barred unless something essential.
Malls, cinemas, salons, market complexes, Delhi Metro will remain shut; shops selling essentials will continue to be open.
Suspension of travel by flight, Delhi Metro and bus will continue in the national capital: Kejriwal.
Delivery of essential goods through e-commerce portals will continue.
Delhi government will take strict action against those found spitting at public places, said Kejriwal.
