Ask yourself what happens in any country where there is no legitimacy for the exercise of political authority. This is the basis for violent movements against all kinds of authority, against all kinds of institutions.
My point of departure is the sense that what we are seeing is that we have rewound the clock back to the beginnings of the Cold War, before the Soviet Union became a power capable of countering the United States.
There are enough existing promises made by their predecessors that would help the two leaders overcome the obstacles in the path to peace.
